Welcome to the 2021 Missouri Dare Officers Association Training Conference

Registration Information

When is the MDOA Conference? July 12th, 2021 through July 16th, 2021

How much is the conference? $200 (This is a $25 dollar increase from before to help with rising costs.)

Who can attend conference? The MDOA DARE Training Conference is open to ALL LEO and Educators. You do not have to be a DARE Officer. Our courses will encompass all areas of law enforcement.

What is included? Officers will receive all their annual Mo POST required CEUs except for firearms. MDOA memberships are also included in the conference pricing.

How do we register? Download and complete the registration form below, then mail/email to MDOA.

How do we pay? MDOA can take check or online payment through the PayPal link below.

When is the registration deadline? Pre registration deadline is July 1st. ($25 late fee after July 1st).

What if I only attend 1 day? Educator or 1-Day training is $50.

Is the hotel included in the pricing? No. Attendees are responsible for booking their hotel reservations.

Are there COVID restrictions? Yes. We will be adhering to Local, State, and Federal COVID guidelines.

Can my family join me at the conference lunches? MDOA is not providing conference lunch for family but they are welcome to join us in the fun. Additional plates can be purchased on your registration form.

  • MDOA Room Rate: $102.00/night for King or Double Queen Suites after local fees and tax exemption. 
  • Cottages, Villas, and Estate Homes are available at extra costs. Check with hotel for availability.
  • To book your room(s) please call the resort at 573-260-1247 (mention Missouri Dare Conference).
  • Please Note: Breakfast is not included in the room rate. The resort has a nice cafe next door to the Lodge with breakfast items along with coffee for a reasonable price (under $10).
  • MDOA will provide free quick pastry style items and coffee for attendees at the conference.

Jason Fitzwater

Retired Florida Police Chief
"PTSD: The Silent Sniper"

    Jason Fitzwater, a retired Chief of police has a total of 20 years in law enforcement beginning his law enforcement career in Florida. In February 2001 Jason started with the Manatee County Sheriff's Office, in Bradenton Florida. Jason also worked for the Bradenton Police Department, and the Alachua County Sheriff's Office. Jason worked in Florida for a total of eleven years before moving back home to Missouri in 2012 to continue his career in law enforcement. Jason worked in law enforcement for eight years in Missouri before he retired in February 2020 to run his company full time.   

    In February 2018, Jason and Sheriff Michael Neal of Monroe County Arkansas started N&F Training Solutions LLC. Over the last three years Jason has traveled to twenty-five states and within the United States and Canada training over a thousand law enforcement officers in Counter Ambush Tactics. Jason has written nine law enforcement courses for N&F Training Solutions LLC that are POST accredited not only in the state of Missouri but fifteen other states also. In 2018 Jason wrote “PTSD the Silent Sniper” course and has taught the training to over fifteen thousand law enforcement and Public Safety personal in the United States and Canada. Jason has been the keynote speaker at several conferences such as Texas Gang Investigators conference, Kentucky Tactical Officers Association, Tennessee Narcotics Officer Association conference. Jason has taught at the Missouri Police Chiefs Command College in 2019, 2020, and 2021.

Michael Neal

Monroe County Arkansas Sheriff
"Critical Mindset: I Had to Stop the Threat"
    Michael Kent Neal is currently the Sheriff of Monroe County was a former Corporal for Arkansas Game & Fish and was assigned to Lee County. Michael began his career in law enforcement in 1998 as a part time officer for the Monroe County Sheriff's Department. As a member of the Brinkley Fire and Rescue team he served as fire Instructor and after ten years of service retired in 2009 in the rank of Captain. On May 20, 2010 Office Neal was instrumental in ending a brutal gun battle in West Memphis that resulted in the death of two West Memphis police officers and the wounding of the Crittenden County Sheriff and his chief deputy. Michael became instrumental in ending the gunfire by ramming his Game & Fish vehicle into a minivan carrying two shooters. While under direct fire, he engaged them in a fierce gun battle, eliminated their threat and saved many lives. In his presentation of the Medal of Valor to Officer Neal, Governor Mike Beebe stated “His training kicked in and further tragedy was averted and avoided by his trained, heroic, selfless actions.”Officer Neal has received over numerous different awards for his heroic actions which included: 3 Medals of Valor, Citations from The Arkansas House of Representatives, The Arkansas State Senate, The United State Senate, the 2010 Arkansas Game and Fish Wildlife Officer of the Year Award, the Southeast Regional Wildlife Office of the Year and Arkansas Law Enforcement Officer of the Year the 2011 International officer of the year.

We empower adults to prevent, recognize, and react responsibly to child sexual abuse through awareness, education, and stigma reduction. Our vision is a world free of child sexual abuse - a world in which adults form prevention-oriented communities that protect the child’s right to a healthy childhood.

"DARE Remote"

Presented by Kathie Salas


    Administer the DARE program for Elementary and Middle School students utilizing an online dashboard/portal. The DARE Remote system is a touchless system (no paper workbooks required) that allows students to complete their workbook lessons from any where that they can access the internet, and allows the DARE instructor to review the student's responses remotely. 


"Bullying, Social Media, & Suicide"

    The goal of this course is to discuss bullying as it relates to social media and the effect it has on suicide risk. The course will review how bullies employ different techniques to harass their victims and how bullying has been transformed by technology.

    During this 1-hour course, we will discuss general concepts of risk management, general categories of risk facing officers and agencies. We will delve in to specific risks facing law enforcement officers in the school environment and discuss strategies to mitigate these risks.

"Family Reunification Plans"

    This course includes how to get the right child back with the right parent after an incident where the kids have to be sheltered for a time or evacuated.  This can be from a natural disaster or a man-made incident.  Either way, that chaos creates opportunities for “bad actors,” whether they are child traffickers or just non-custodial parents, to separate the kiddos from their parents.


"Understanding the Millennial Generation"

Presented by Cpt. Kevin Woodson


    This course is designed to introduce participants to the Millennial Generation.  Today’s workforce consists of more than 85% of the Millennial Generation.  There is a defined divide between the Millennial Generation and past generations.  We will discuss a better understanding the Millennial Generation and how they were raised, technological advancements, their expectations, and general statistics that make up the Millennial Generation. 


"Special Education & DARE"

Washington Police Dept.


   This course provides an introduction to the terminology, identification, and issues commonly encountered when addressing the needs of diverse students with disabilities. Officer's learn DARE specific instruction consistent with adopted content standards for students including understanding an IEP, developing lessons plans, and implementing fun new teaching activities in the special education classroom.


"Introduction to Sign Language"

Presented by Carol Heffernan


    This course is an introduction to American Sign Language. It creates a visual-gestural environment that introduces ASL grammar and vocabulary without presenting English equivalents. This course includes interactive activities, cultural awareness education, and individual feedback.

"Surviving a Career Critical Incident"

Put some shine on that cruiser and join us for an amazing Cruise Night at Andy's Frozen Custard. We'll leave together from The Old Kinderhook and cruise 30 mins up Hwy 54 to Osage Beach Pkwy for some local food and treats.
